Associate Director - Stakeholder Engagement

Silvia joined Temple in September 2023 as an Associate Director to build and lead our new business unit, Stakeholder Engagement services.

Silvia is a stakeholder engagement professional, with over 10 years of experience, specialising in major infrastructure projects. Silvia has led the delivery of the stakeholder engagement strategy for a wide range of stakeholder cohorts for the Lower Thames Crossing project (LTC) – a multibillion pound Nationally Significant Infrastructure Project promoted by National Highways. This included engagement with major industry asset owners, local authorities, and environmental bodies for the development phase. Silvia also coordinated the development and successful implementation of political and industry stakeholder engagement during the LTC options phase, as well as engagement with the community through various public consultations. Silvia is also experienced with campaign and targeted engagement, including hard-to-reach communities, particularly in her role at HS2 – Phase 1. As a result of her experience, Silvia has built good knowledge of the Hybrid Bill procedure, particularly the petitioning period and the Select Committee process, and the Development Consent Order (DCO) framework, including the management of Statement of Common Ground documents – a key deliverable for DCO submission and examination.

Silvia holds a Bachelor of Law degree and a post-graduate Diploma for Legal Practice, however, Silvia’s interest for stakeholder engagement stemmed from her experience working in Parliament as a Senior Caseworker, where she learned that ‘having your say’ is pivotal in making positive and optimal change. Silvia now also holds a Diploma in Public Relations and is keen to lead her profession with integrity, care and diligence.

Outside of the office, Silvia thrives by keeping fit through weightlifting and enjoys travelling adventures, including a road trip through 26 States in the US, and her 12-day hike to Everest Base Camp. She hopes to do more of this in the future with her young daughter
