We have exceptional experience in the rail sector

Since the company was created in 1997, we have provided advice on a series of high profile UK rail projects, among them High Speed 1 (Channel Tunnel Rail Link) and High Speed 2, Crossrail and Crossrail 2. We have also advised on numerous other passenger rail, rail freight, light rapid transit and metro/underground projects.

In these projects we have helped to set clear environmental and sustainability parameters from an early stage, before going on to deliver day-to-day technical advice and management support. In different areas we have been able to show a deep understanding of rail infrastructure and how project benefits can be enhanced through effective planning and environmental management.

Appraisal of Sustainability (AoS) to Support Robust Option Selection

We developed an entirely new AoS methodology to help to decide the route for the first and second phases of the proposed UK high speed rail network (HS2). It uses Temple’s Sustainability Option Review Tool (SORTool) to enable a rapid appraisal of GIS based and qualitative information in relation to different scheme options. As such the AoS is continuing to shape the scheme and ensure a robust appraisal of environmental and community impacts.

Insightful Environmental Impact Assessment (EIA)

We have undertaken a number of rail EIAs to support hybrid Bills, Development Consent Orders (Planning Act 2008), Transport and Works Act Orders or planning consents. We draw on a full range of EIA topic services, including specialist capabilities such as railway noise and vibration modelling and assessment. We take a collaborative approach to minimising adverse environmental impacts through iterative design and cost effective mitigation.

Effective Planning and Stakeholder Engagement

Stakeholder Engagement is frequently a feature of our work for the rail sector which, for example, may involve leading the planning process for one or more station developments. We liaise with relevant local authorities and other stakeholder groups, including environmental organisations and local residents who may be affected by different aspects of a scheme. Our brief can involve resolving consent issues and installing specialist monitoring equipment for construction noise and air quality which Temple experts will manage and report on as part of the project.

Reducing Risks in Asset Maintenance and Renewal Programmes

We provide a wide range of planning, environmental and sustainability advice for railway asset maintenance and renewal programmes. For example, we were appointed by Transport for London as Environmental Adviser on the £360 million London Overground Capacity Improvement Programme for the North London and East London lines. This involved advising on planning applications and developing and monitoring sustainability performance objectives used in the procurement and delivery of construction work.
