Thomas Smeeton

Senior Director - Environment

Tom joined Temple in January 2012 as a Principal Consultant. He is now a Senior Director in the Major Programmes Business Unit. He recently led the Parliamentary Process for the HS2 Phase 2b, Crewe – Manchester Bill, building on a similar role he undertook on the HS2 Phase One project supporting the hybrid Bill as it successfully progressed through Parliament.

Tom also led key parts of the post-consent delivery for Phase One Act, such as supporting HS2 Construction Directorate and contractors through the Urgent and Advanced Works Packages, managing and delivering design input and integrating mitigation within the scheme design. He has also led our projects with the Greater London Authority, Transport for London, and the Department for Transport through the STARTwo and STARThree frameworks.

Before joining Temple, Tom worked for Mouchel (now WSP) and Mott MacDonald amongst other leading consultancy practices. He has a strong track record of delivering major infrastructure schemes such as the 86 km long A5 WTC highways scheme in Northern Ireland, Nottingham Express Tram, Manchester Metrolink, and Croxley Rail Link amongst many others. He is a Chartered Environmentalist and Chartered Geologist and is a Full Member of IEMA.

Outside of the office, Tom is a father of four, he is a keen hiker and cyclist. Tom now enjoys watching and following Ruby Union having hung up his boots several years ago! He is actively involved with the IEMA and is a CEnv and MIEMA membership assessor and an official mentor. Tom also sat on the review panel for IEMA’s recent EIA guidance Shaping Quality Design.
