Phil Joined Temple in May 2023 as Associate Director in the Acoustics team. He has over 25 years of experience within the field of environmental protection in both public and private sectors. Phil has worked as a Local Authority environmental health practitioner for over 20 years, most notably for 12 years as Senior Practitioner in Acoustics for Westminster City Council (WCC).
He is also a senior visiting lecturer at Westminster University since 2008 and previously operated his own consultancy company. He brings a wealth of experience in Local Authority and legislative policy, procedures, compliance, and enforcement in the field of noise and vibration.
Prior to joining Temple, Phil worked to set up and manage a construction Noise, Vibration, and Dust (NVD) assessment, monitoring, and management service for his previous company. These services were provided for a variety of projects of local and national significance. While at WCC he contributed to planning and licensing policy and was a lead officer in the establishment of the policy on the protection of relative tranquil spaces which has now been incorporated into the Council’s City Plan. He has worked with DEFRA on ‘Quiet Areas’ implementation and has been an expert witness on several major planning and licensing appeals, reviews, and judicial reviews. He has provided expertise on high profile cases such as Hyde Park concerts, the London Olympics, Hope and Glory Judicial Review, Crossrail, and Victoria Station Upgrade project. He is a full member of the Institute of Acoustics since 2012.
Outside of work, Phil loves cooking, painting, and going to gigs (now with his kids!). He plays the guitar but not as often as he would like, and enjoys designing and playing obscure board games with his family.
