David Hourd

Senior Director - Environment

David joined Temple in 2020 as a Director in the Infrastructure Division. He leads the EIA Infrastructure Business Unit and is a specialist in environmental assessment and planning for infrastructure projects, notably in the highways sector.

Since joining Temple David has been Project Director for a range of projects including the Ely Area Capacity Enhancements for Network Rail, Ramsgate Aggregates Jetty, HS2 Phase 2a Early Contractor Works and Claire’s Court School Re-development Appeal amongst others. He is also engaged in options development for Northern Powerhouse Rail with partners and a number of design and build opportunities in the rail, water and highways sectors.

Prior to joining Temple, David worked for 16 years at Hyder/Arcadis and before then at Babtie Group where he led numerous EIAs across all sectors (transport, property, energy, marine) including for nationally significant infrastructure projects (NSIPs) and strategic assessments including SEAs and Sustainability Appraisals for Local Plans and national strategies. David led Arcadis’ EIA team and was Global Community of Practice lead for environmental assessment.

Outside of work David enjoys playing golf and tennis and he follows football and cricket. He also enjoys travel, socialising and photography.
