David Hourd

David is an experienced environmental planner with over 18 years’ of delivering EIAs, SEAs/SAs and other environmental assessments. He has specific skills and experience in managing assessments for infrastructure, urban development, renewable energy, marine projects and highways schemes including for DCOs. His experience ranges from appraisal of strategic plans, through gaining development consents to onsite construction environmental management.

David has undertaken and managed numerous EIAs for infrastructure and highways schemes including a thorough knowledge of DMRB standards and WebTAG including notably for DCO projects. His wider experience lies in consents delivery and planning. He worked as a consents officer for National Grid, has worked closely with numerous Local Authorities in developing their Local Plans and has advised the MoD on complex consenting approaches for their sites.

He has had extensive involvement in preparing and managing SEAs and SAs for a variety of plans and strategies and managing the provision of training and advice to local authorities and Government departments/agencies. This has also included acting as expert witness.

David joined Temple’s Infrastructure group as a Director in June 2020, prior to which he had worked at Hyder/Arcadis for 16 years and before that Babtie Group. During his time at Arcadis David held the positions of UK EIA Lead, Impact Assessment Business Manager responsible for the operational management of 40 EIA and sustainability staff, Team Leader for the northern offices and Global Community of Practice Lead for EIA and SEA.

David is a Chartered Environmentalist and holds a BSc in Geography (Southampton) and an MA in EIA and Management (Manchester).

David is based in Temple’s Manchester office.
