Environmental Assessment and Management

We help clients to assess and report on environmental impacts and manage performance. This can begin at an early stage of plans and projects in carrying out a Strategic Environmental Assessment (SEA) or an Appraisal of Sustainability (AoS); in meeting the pre-planning application requirement for an Environmental Impact Assessment (EIA) and an accompanying Environmental Statement (ES) and in helping our clients manage environmental performance – both prior to and during construction and at an overall operational level.

Early stage appraisal and assessment

We work with clients to establish the environmental and sustainability parameters of plans, programmes and projects. This can include carrying out a Strategic Environmental Assessment (SEA) in line with UK and EU regulations or, as has been the case for a project such as HS2, conducting an Appraisal of Sustainability (AoS) to support recommendations to the Government about route options and alternatives. Our GIS-based Sustainability Options Review Tool (SORTool) helps to streamline and ensure robustness of these appraisals. Our early work can also involve providing technical advice against the more significant areas of project risk such areas as climate resilience, air quality compliance, carbon emissions, biodiversity, material resource efficiency, community integrity, health and well-being. We work closely with client teams to evaluate and advise on options and to establish clear criteria for future environmental and sustainable performance.

EIAs and Environmental Statements

We can add value to the EIA process by aligning ourselves with client goals, thinking differently where required and ensuring we are addressing the priorities of local planning authorities and other stakeholders. In helping to meet what is a regulatory requirement we will come up with a strategy that reduces project risks and creates long-term asset value, often in an extremely tight timescale.

As an Institute of Environmental Management and assessment (IEMA) EIA Quality Mark member we provide EIA services on some of the UK’s most high profile infrastructure and property development schemes, among them HS2, Crossrail and the Barking Riverside housing development. As part of our EIA support for these and other schemes, we can provide a full range of technical expertise, including noise and vibration, air quality, water, microclimate, biodiversity, archaeology and heritage, community and health impacts, materials/waste, landscape/townscape, climate resilience and carbon/energy. Our experience of nationally significant infrastructure projects has given us a detailed understanding of different legislation and consenting regimes. For example hybrid Bills, Development Consent Orders under the Planning Act 2008, the Transport and Works Act and local authority planning applications.

Environmental Statement Review Services

Our extensive EIA experience means we are well qualified to undertake environmental statement reviews. We provide these services for a diverse range of clients including local authorities and project funders to help safeguard their interests and improve project outcomes. Our ES Reviews draw on established criteria and are tailored to client needs. The Reviews typically comprise:

  • A review of general information contained within the ES;
  • A review of the assessment of impacts in relation to the baseline conditions; and
  • A review of how information within the ES is presented and communicated.

We will work closely with the client, and where required, with relevant stakeholders, set out clear action plans to follow through on the commitments within the ES.

Measuring and managing environmental performance

We can help you manage your environmental performance both in relation to a specific project and at an operational level, for example measuring or verifying a carbon footprint. For projects we can continue to work with you once planning permission has been granted: assisting with consents, community liaison and any further technical aspects as well as helping to monitor and manage environmental performance during construction itself via the Temple Construction Environmental Management (CEM) service.

Our CEM service is designed to support environmentally responsible construction, from setting and managing reasonable noise and air quality parameters to procurement, energy management, carbon emissions and waste disposal. The result, we believe, can be a more innovative and streamlined, not to mention cost effective operation where risks and opportunities are identified and best practice becomes the norm.

We can also work with you to assess the environmental performance at an operational level. This can focus on different aspects of corporate performance, including procurement, energy management, carbon emissions and product performance. In respect of a product or product set, we can conduct a “cradle to grave” product Lifecycle Assessment (LCA) which is designed to look at environmental impacts over a products entire life, from manufacture to final disposal. We can also measure or verify a carbon footprint for a company, a facility or an individual product.
