Scheme Description

Thameslink 2000’s objective was to increase accessibility to, from and through the heart of London by improving and expanding the existing Thameslink service (providing a north-south connection through London). 

The works comprise remodelling of Farringdon, Blackfriars and London Bridge Stations and significant infrastructure works such as a new viaduct and tunnel, together with platform extensions.

Services Provided

The scope of the EIA was divided into 3 main areas addressing 11 topics notably:

1. Cultural heritage (archaeology; landscape, townscape and built heritage);
2. Natural resources (ecology and bio-diversity; surface water resources; soil and groundwater);
3. Amenity and welfare (air quality including microclimate; noise and vibration, visual amenity; transport and access; local community and socio-economics).

An acknowledged expert was used to assess each of these topics and a Specialist Report was prepared in each case to support the main ES, see details below. A separate Planning Report was also produced which assessed the scheme in the context of national, regional and local planning policy. In accordance with Government guidance a sustainability appraisal was also carried out.

The ES documentation consisted of the following:

(2) Alternatives Report

(3) Main Report (inner and outer area)

(4) Non technical summary

EIA consultation included over 100 organisations and many individuals, residential groups. Over 60 Local Planning Authorities were consulted. Regular meetings were held with statutory bodies and we participated in ministerial briefings, workshops and exhibitions. The principles of the consultation strategy were disclosed and widely discussed with consultees at the outset and formed part of the scoping and methodology report which was issued at an early stage in the EIA process. A number of significant design changes were made in response to concerns raised by consultees. Almost 300 formal legal agreements were entered into with individuals and organisations to protect their interests during the construction and operation of the Thameslink 2000 scheme.

Benefits

The ES was very well received both by the Client and outside parties. The ES was completed within a very demanding timescale i.e. 9 months and Temple kept within the budget agreed at the outset and delivered a high quality ES which we understand is now being used as a model structure on a number of other high profile projects. The TL2k ES was formally reviewed by the Institute of Environmental Management and Assessment (IEMA) and received "A" grades for all aspects. In addition, it was specifically commended for the sustainability appraisal and various consultation initiatives.
