Contaminated Land Contract Preparation and Procurement Support

Temple are working on a time charge basis - budget ceiling of £30,000

Services Provided

Temple have worked closely with LBBD’s environmental protection team.  In the past we have:

  • managed the investigation of three major housing estates in Barking; and
  • worked alongside their officers to apply for capital funding for a 5 year Contaminated Land Inspection Plan.

The £3m budget we put forward their Inspection Plan scored highly in the Council’s own assessment process and capital funding was granted in April, 2004. 

The budget was designed to be sufficient for LBBD to create their own Contaminated Land Management team.  The new team retained Temple to provide contract and procurement support during the search for term-consultants.  Some procurement tasks are shared whilst others are Temple’s sole responsibility.  We have been asked to:

  • review the PQQ & information pack;
  • review the PQQ evaluation system;
  • assess the PQQ submissions & form a short list;
  • assist LBBD to write the term commission (framework) contract;
  • write the specification;
  • design the tender evaluation system;
  • evaluate the tenders and form a short list;
  • interview short-listed consultants;
  • recommend preferred consultants;
  • carry out contract negotiations; and
  • write a selection report.

Benefits

By using Temple as a procurement and contract adviser LBBD have benefited from our knowledge and experience in this field.  We put them in contact with another local authority who were able to provide documents they had used to set up a similar contract, this led to programme and cost savings.  Our specification requires the term-consultants to provide best practice in the management of health and safety, site investigation, risk assessment and remedial option assessment.  That should give LBBD some confidence that their projects will be done right first time by firms that are capable of delivering technically robust work and value for money.
