During the development of the Council's Unitary Development Plan, proposals were incorporated to ensure that any house building proposals incorporated a minimum of 25% Social Housing.
Tony Draper was responsible for the in depth and original research into the social and economic conditions in the locality to justify this decision. This matter was subjected to a Public Inquiry and the % of house building for social housing was upheld on the basis of the research and presentation to the Inquiry.
The principles and research materials were subsequently utilised by the Council to develop an Anti Poverty strategy.
Even today, the principles developed as a result of the aforementioned Study are used by the Council to consider local social and economic factors and address these through the development of the Community plan and the use of Neighbourhood Renewal Funding.
