BackgroundContaminated land contract specification and consultant procurement

Barking and Dagenham need additional cemetery space.  The council has identified a possible site in Chadwell Heath and have been granted conditional planning permission.  One conditions, inserted by the Environment Agency, relates to the pollution of groundwater and calls the acceptability of this site into question.

The site, which is currently parkland surrounding by housing, contains gravel pits that were infilled in the 1960’s.  Because of the potential risks from uncontrolled tipping historical tipping the site also sits on LBBD’s list of land to be investigated under Part IIA of the Environmental Protection Act.

Temple’s Role

Besides procuring the technical consultant and remedial works contractor via an OJEU notice Temple have written contract documents which provide the two council departments with the information they need to carry out their respective functions.  Collaborative working in this way has allowed both departments to make considerable savings as they are sharing the cost of the procurement exercise and ground investigation. 

With the right team in place Temple fulfil the role of Managing Agent and do everything required to deliver project milestones on time, to budget and to the quality desired – regularly communicating any change in scope or timescale.  Having worked with many local authorities, Temple recognise the importance of good communications – and are skilled at ensuring that all project stakeholders including the public and press are informed of developments and interact as needed.

Services Provided

Temple act as Managing Agent and sit in the lead position within LBBD’s project team.  Duties include:

  • Project Planning – for the investigation, risk assessment and remedial works

  • Client Briefings including the preparation of Executive Reports

  • Applications for Capital Support from Defra and landfill tax exemptions from Customs and Excise.
