CEEQUAL Assessment and Verification

Background

CEEQUAL (Civil Engineering Environmental Quality Assessment at Award Scheme) is an “award scheme” for assessing the environmental quality of civil engineering projects, a civil engineering equivalent to BREEAM for buildings. It has been promoted and developed by ICE, BRE, CIRIA and a group of committed and experienced organisations which included Temple Group. Its objective is to encourage the attainment of environmental excellence in civil engineering projects, and thus to deliver improved environmental performance in project specification, design and construction.

CEEQUAL uses a rigorous points-scoring-based assessment, which is applicable to any civil engineering project and includes a wide range of environmental aspects such as the use of water, energy and land as well as ecology, landscape, nuisance to neighbours, archaeology, waste minimisation and management, and community amenity.

A CEEQUAL award formally recognises the achievement of high environmental performance. Awards are made to projects where the clients, designers and contractors go beyond solely legal and environmental compliance and achieve distinctive environmental standards of performance.

Who is it for?

The award is relevant to clients of civil engineering projects, civil engineering design companies and civil engineering construction companies including:

  • Contractors
  • Designers
  • Design- and- Build consortia
  • Private sector clients include developers and those often involved with large civil engineering projects e.g. water and wastewater treatment plants, energy plants, rail, ports and roads.
  • Public sector clients include funders and Regulators of construction schemes who need confirmation that projects are carried out in an environmentally responsible manner.

Temple Capabilities

Temple was involved in the development of the CEEQUAL scheme and since this time we have remained active in carrying out the Assessor and Verifier roles for project awards.

Temple personnel have worked on a wide range of projects requiring CEEQUAL awards, recent examples include:

  • Wakefield Flood Defence Works
  • Stabilisation of Polesworth Embankment
  • Custom House Square, Belfast City Centre;
  • A479 Talgarth Relief Road and Bronllys Bypass
  • ActonTown Rail Stabilisation Project
  • East London Line Extension (which received an interim client and design award)
  • Hillingdon to Uxbridge Slope Stabilisation
  • Dartford Improvement Scheme.

Benefits of CEEQUAL

CEEQUAL does the following:

  • It promotes improved environmental performance in project specification, design and construction;
  • It celebrates in a formal manner the achievement of “high” environmental standards and
  • It demonstrates the commitment of a client to environmental quality

A CEEQUAL Award will identify you as an organisation that:

  • Measures and compares standards of performance;
  • Respects people and the society in which it operates;
  • Seeks to undertake its work in an ethical and sustainable manner;
  • Acts in a socially and environmentally responsible way;
  • Protects and enhances the environment and
  • Is concerned about the major impacts of construction on the environment and the earth’s resources.

What the Government has said on the subject:

“CEEQUAL has the potential to become a welcome addition to the sustainability toolkit and to help facilitate the creation of a more sustainable built environment.”

Brian Wilson, Minister of State for Industry and Energy, talking about CEEQUAL at the ICE Sustainability Sector Strategy launch, April 2002.
