Service Definition
Local Air Pollution Prevention and Control (LAPPC) legislation prescribes the statutory duties of all Local Authorities to permit and regulate certain classes of industrial installation.
Councils are responsible for processing applications for new installations and issuing permits that regulate how the installation should operate and the abatement technology that should be employed.
Temple Environment has developed a range of services to support local authorities in their statutory requirements with respect to air pollution prevention and control. In particular, we can assess new applications and develop and implement programmes for on-going assessment of installations to allow Local Authorities to fulfil their statutory obligations. We have a history of working with LPAs and administering such schemes, which is an advantage as, based on this, we can provide an extremely efficient and effective service and one that will meet ‘best value’.

Applications for New Installation Assessment
- Analysis of applicant’s submission in support of a permit application.

- Consultation with statutory consultees (including management, evaluation and response)

- Liaise with operator over draft permit

On Going Pollution Prevention and Control Support
- Schedule and perform regular inspections to ensure permit compliance
- Prepare inspection reports

- Consider and process applications for “variation to activities at Installation” and issue variation notices
- Regular risk assessments of installations
- Complete annual returns to Defra.

Temple will present its findings in the appropriate form which will depend on the stage of the PPC process and include:

Triggers
Local Authorities are increasingly monitored by government, through Defra, as to how well they perform their duties with respect to air pollution prevention and control. In particular, councils must frequently inspect installations to ensure continued permit compliance. They must also risk assess each installation and ensure adequate time is assigned to this task. Local Authorities are under increasing pressure to comply with environmental legislation. Pollution prevention and control is an area of work where additional personnel are often required over and above the current in-house resources.
Charging Structure
Fees for applications and inspections are set by Defra. Current fee levels can be found at http://www.defra.gov.uk/environment/airquality/lapc/charges/default.htm. An initial installation application fee of around £1300 is payable by the company opening the installation with an annual subsistence fee of around £800 for continued operation.
