Overview

The social housing sector is currently experiencing major challenges leading to the need for change.

Local authorities are, in the main, concluding housing option appraisal processes the outcomes of which will have a significant impact on the future of local housing service provision.  Tenants will have a large input into the preferred option through specific consultation processes.

Comprehensive Performance Assessments also have regard to quality of the Housing Strategy and performance indicators in service delivery.

All local authorities, by now, have carried out at least one Best Value review and have subsequently been inspected by the Audit commission and know that the focus is on quality and customer centric service delivery.

Usually, as part of a corporate approach, a set of principles or core objectives have been set which are also used to set the overarching strategic agenda for the Council in terms of community aspirations, funding, performance management and people development.

At the same time, changes to the regulatory functions are increasingly challenging to both local authorities and Registered Social Landlords and have been put in place to drive up service performance and improve delivery to their customers.

The Registered Social Landlord sector is under increasing pressure to improve performance in terms of maximising development and we are seeing fewer associations with development status, leading to new partnerships, mergers and alliances between associations.

What does all of this mean?  It means that there is continual change and that this needs to be carefully managed and delivered if services to customers and partners are to be both maintained and enhanced.
